เมื่อวันที่ 9 ตุลาคม 2567 นางสุพรรณวษา โชติกญาณ ถัง อธิบดีกรมสนธิสัญญาและกฎหมาย เป็นประธานการประชุมคณะกรรมการร่วมไทย - เมียนมา เกี่ยวกับเขตแดนคงที่ช่วงแม่น้ำสาย - แม่น้ำรวก (Thailand – Myanmar Joint Committee Relating to the Fixed Boundary on Mae Sai – Nam Ruak Rivers Sector : JCR) (ฝ่ายไทย) เพื่อเตรียมการสำหรับการประชุมร่วมกับฝ่ายเมียนมา ตามดำริของรัฐมนตรีว่าการกระทรวงการต่างประเทศที่ให้เร่งดำเนินความร่วมมือกับฝ่ายเมียนมา
เกี่ยวกับมาตรการป้องกันน้ำท่วมในอนาคตช่วงแม่น้ำสาย – แม่น้ำรวก

ผู้เข้าร่วมการประชุมประกอบด้วย รองผู้ว่าราชการจังหวัดเชียงราย เจ้ากรมกิจการชายแดนทหาร อธิบดีกรมเจ้าท่า ผู้ช่วยเลขาธิการสำนักงานทรัพยากรน้ำแห่งชาติ และผู้แทนจากส่วนราชการต่าง ๆ อาทิ สำนักงานสภาความมั่นคงแห่งชาติ กระทรวงมหาดไทย กรมชลประทาน กรมแผนที่ทหาร กรมอุทกศาสตร์ กรมโยธาธิการและผังเมือง และส่วนราชการที่เกี่ยวข้องของจังหวัดเชียงราย

ที่ประชุมได้หารือเกี่ยวกับการบำรุงรักษาและอนุรักษ์ทางเดินแม่น้ำ การใช้น้ำอย่างเป็นธรรมและการบำรุงรักษาหลักอ้างอิงเขตแดน รวมถึงมาตรการในการป้องกันปัญหาน้ำท่วมในระยะเร่งด่วน อาทิ การขุดลอกแม่น้ำสาย เพื่อขยายช่องทางการไหลของน้ำ และความร่วมมือในอนาคตที่จะบริหารจัดการลุ่มน้ำ ซึ่งจะเป็นประเด็นในการหารือกับ JCR ฝ่ายเมียนมาต่อไป

ไทยและเมียนมาได้กำหนดให้เขตแดนช่วงแม่น้ำสาย-แม่น้ำรวก เป็นเขตแดนแบบคงที่ ระยะทาง 59 กิโลเมตร และเป็นเขตแดนเพียงด้านเดียวของไทยกับประเทศเพื่อนบ้านที่ได้กำหนดเส้นเขตแดนเสร็จสิ้นแล้ว

Department of Treaties and Legal Affairs drives measures on maintenance of the river and flood prevention in the Mae Sai - Nam Ruak Rivers in the area of Chiang Rai Province

On October 9, 2024, Mrs Suphanvasa Chotikajan Tang , Director-General of the Department of Treaties and Legal Affairs, chaired a meeting of the Thailand-Myanmar Joint Committee Relating to the Fixed Boundary on the Mae Sai - Nam Ruak Rivers Sector (JCR) (Thailand's side). The meeting was held to prepare for discussions with JCR (Myanmar's side), following the Foreign Minister's directive to expedite cooperation with Myanmar on future flood prevention measures in the Mae Sai – Nam Ruak river area.

Participants included the Deputy Governor of Chiang Rai Province, the Director-General of the Border Affairs Department, the Director-General of the Marine Department, the Assistant Secretary-General of the Office of National Water Resources, and representatives from various agencies such as the National Security Council, the Ministry of Interior, the Royal Irrigation Department, the Royal Thai Survey Department, the Hydrographic Department, the Department of Public Works and Town & Country Planning, as well as relevant provincial agencies in Chiang Rai.

The meeting discussed issues relating to maintenance and preservation of the river courses, equitable utilisation of water, maintenance of boundary reference pillars, and urgent flood prevention measures. These include exploring the feasibility of dredging the Mae Sai River allowing for better water flow and future cooperation on river management, which will be the key discussion points with Myanmar's JCR counterpart.

Thailand and Myanmar have established a fixed boundary along the Mae Sai - Nam Ruak rivers, covering a distance of 59 kilometers.
