เมื่อวันที่ 17 เมษายน 2568 ตามเวลานครนิวยอร์ก นายเชิดชาย ใช้ไววิทย์ เอกอัครราชทูตผู้แทนถาวรไทยประจำสหประชาชาติ ในฐานะผู้ได้รับมอบอำนาจจากรัฐบาลไทย ได้ลงนามความตกลงภายใต้อนุสัญญาสหประชาชาติว่าด้วยกฎหมายทะเลเกี่ยวกับการอนุรักษ์และการใช้อย่างยั่งยืนซึ่งความหลากหลายทางชีวภาพทางทะเลในพื้นที่นอกเขตอำนาจรัฐ (Agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction: BBNJ) โดยมีนาย David Nanopoulos, Chief of the Treaty Section ร่วมเป็นสักขีพยาน ประเทศไทยเป็นประเทศลำดับที่ 113 ที่ได้ลงนามความตกลง BBNJ

การลงนามความตกลง BBNJ ครั้งนี้เป็นการแสดงเจตนาของไทยที่จะร่วมมือกับประชาคมโลกในการจัดระเบียบกิจกรรมที่เกิดขึ้นในพื้นที่ทะเลหลวงซึ่งเป็นพื้นที่นอกเขตอำนาจรัฐ โดยยังไม่ถือว่าไทยเป็นภาคีความตกลงนี้

ในลำดับต่อไปกระทรวงการต่างประเทศกับหน่วยงานที่เกี่ยวข้องจะหารือกันอย่างรอบด้าน เพื่อให้ได้ข้อเสนอแนะต่าง ๆ รวมถึงการความจำเป็นในการแก้ไขกฎหมายของไทย เพื่อให้ประเทศไทยได้ประโยชน์สูงสุดจากกลไกต่าง ๆ ที่จัดตั้งขึ้นภายใต้ความตกลง BBNJ ก่อนแสดงเจตนาเข้าเป็นภาคีต่อไป

On April 17, 2025, in New York, Mr. Cherdchai Chaivaivid, Ambassador and Permanent Representative of Thailand to the United Nations, signed the Agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (“BBNJ Agreement”) The signing was witnessed by Mr. David Nanopoulos, Chief of the Treaty Section. Thailand is the 113th country to sign the BBNJ Agreement.

The signature underlines Thailand’s commitment to cooperate with the international community in regulating activities that take place in or affect marine resources beyond national jurisdiction. To advance Thailand’s process towards the ratification of the BBNJ Agreement, the Ministry of Foreign Affairs will collaborate with relevant agencies to comprehensively facilitate the process, including reviewing domestic laws and organizational management, ensuring Thailand will benefit from the mechanisms established under the Agreement.
