ระหว่างวันที่ ๒๗ - ๓๑ ตุลาคม ๒๕๖๘ นายเบญจมินทร์ สุกาญจนัจที อธิบดีกรมสนธิสัญญาและกฎหมาย เป็นหัวหน้าคณะผู้แทนไทยเข้าร่วมการประชุมสัปดาห์กฎหมายระหว่างประเทศ ภายใต้คณะกรรมการ ๖ (กฎหมาย) แห่งสหประชาชาติ ในห้วงการประชุมสมัชชาสหประชาชาติครั้งที่ ๘๐ ณ นครนิวยอร์ก ซึ่งเป็นโอกาส  อันดีในการแสดงท่าทีประเทศไทยต่อการดำเนินงานของคณะกรรมาธิการกฎหมายระหว่างประเทศ (ILC) เพื่อส่งเสริมและพัฒนากฎหมายระหว่างประเทศ โดยประเด็นสำคัญ ได้แก่ ประเด็นระดับน้ำทะเลที่สูงขึ้น ซึ่งส่งผล ต่อการตีความและการบังคับใช้กฎหมายทะเล โดยเฉพาะอย่างยิ่งในการกำหนดเขตทางทะเลและความต่อเนื่อง ของความเป็นรัฐ การคุ้มครองสิทธิมนุษยนของผู้ได้รับผลกระทบจากระดับน้ำทะเลที่สูงขึ้น และประเด็นหลักกฎหมายทั่วไป ซึ่งเป็นหนึ่งในแหล่งที่มาหลักของกฎหมายระหว่างประเทศ รวมทั้งแสดงความกังวลต่อผลกระทบของ การดำเนินงานของ ILC จากวิกฤตทางการเงินของสหประชาชาติ

                   นอกจากนี้ อธิบดีกรมสนธิสัญญาและกฎหมายยังได้แลกเปลี่ยนความเห็นทางกฎหมายและท่าทีไทยต่อพัฒนาการของกฎหมายระหว่างประเทศกับอธิบดีกรมสนธิสัญญาและกฎหมายของประเทศ และผู้บริหารขององค์การระหว่างประเทศต่าง ๆ ได้แก่ รัสเซีย ญี่ปุ่น สหราชอาณาจักร ฝรั่งเศส ออสเตรเลีย โปแลนด์ คณะกรรมการกาชาดระหว่างประเทศ ศาลประจำอนุญาโตตุลาการ รวมทั้งเข้าร่วมกิจกรรมคู่ขนานเพื่อติดตามพัฒนาการด้านกฎหมายระหว่างประเทศในหัวข้อที่สำคัญและเป็นประเด็นที่ท้าทายในปัจจุบัน อาทิ ความเห็น เชิงแนะนำของศาลยุติธรรมระหว่างประเทศในเรื่องพันธกรณีของรัฐที่เกี่ยวข้องกับการเปลี่ยนแปลงสภาพภูมิอากาศ  

                   From 27 to 31 October 2025, Mr. Benjamin Sukanjanajatee, Director-General of the Department of Treaties and Legal Affairs, led the Thai delegation to participate in the International Law Week under the Sixth Committee (Legal) of the United Nations, held in conjunction with the 80th Session of the United Nations General Assembly in New York. The event served as a valuable opportunity for Thailand to present its positions on key agenda items under the consideration of the International Law Commission (ILC) to promote the progressive development of international law. During the session, the Thai delegation delivered statements on important agenda items, including the issue of sea-level rise, which affects the interpretation and application of the law of the sea, particularly with respect to maritime boundaries and the continuity of statehood, as well as the protection of persons affected by sea-level rise, and the issue of General Principles of Law, which constitutes one of the principal sources of international law. Thailand also expressed concern over the impact of the United Nations’ financial crisis on the work of the ILC.

                  In addition, the Director-General held bilateral meetings to exchange views and experiences with heads of international law departments and legal advisers from various countries and international organizations, including the Russian Federation, Japan, the United Kingdom, France, Australia, Poland, the International Committee of the Red Cross (ICRC), the Permanent Court of Arbitration (PCA). He also participated in side events to follow developments in international law on important and emerging issues such as the Advisory Opinion of the International Court of Justice on the Obligations of States in respect of Climate Change.
