เมื่อวันที่ 24 มิถุนายน 2569 นางเอกสิริ ปิณฑะรุจิ ปลัดกระทรวงการต่างประเทศ ในฐานะประธานคณะเจ้าหน้าที่อาวุโส (SOM) ภายใต้คณะกรรมาธิการเขตแดนร่วม (JBC) ไทย – ลาว (ฝ่ายไทย) เป็นประธานในพิธีเปิดหลักเขตแดนแบบพิเศษ (หลักเขตแดนที่ 3-18) ในโอกาสการสถาปนาความสัมพันธ์ทางการทูตไทย – ลาว ครบรอบ 75 ปี ร่วมกับ นายอานุพาบ วงหน่อแก้ว รองรัฐมนตรีกระทรวงการต่างประเทศ สปป.ลาว ในฐานะประธานคณะเจ้าหน้าที่อาวุโสลาว - ไทย (ฝ่ายลาว) ณ จุดผ่านแดนถาวรบ้านห้วยโก๋น - น้ำเงิน ระหว่าง อ.เฉลิมพระเกียรติ จ.น่าน กับเมืองเงิน แขวงไซยะบุลี สปป.ลาว โดยมีผู้แทนจากส่วนราชการที่เกี่ยวข้องและประชาชนทั้งฝ่ายไทยและฝ่ายลาวเข้าร่วม

นับตั้งแต่ปี 2539 ไทยกับ สปป.ลาว ได้ลงนามในความตกลงสำรวจและจัดทำหลักเขตแดนตลอดแนวร่วมกัน และจัดตั้ง JBC ไทย – ลาว เพื่อเป็นกลไกหลักในการดำเนินงานด้านเขตแดน ทั้งสองฝ่ายได้สำรวจเขตแดนทางบกตามสันปันน้ำแล้วเป็นระยะทาง 677.5 กิโลเมตร และจัดทำหลักเขตแดนได้จำนวน 211 หลัก โดยหลักเขตแดนที่ 3-18 เป็นผลงานของชุดสำรวจร่วมภายใต้ JBC ไทย - ลาว ซึ่งได้ร่วมกันก่อสร้างหลักเขตแดนเมื่อปี 2546 และที่ประชุม JBC ไทย-ลาว ได้รับรองเมื่อ พ.ศ. 2550 ต่อมา ทั้งสองฝ่ายได้เห็นชอบให้ปรับปรุงหลักเขตแดนดังกล่าวเป็น “หลักเขตแดนแบบพิเศษ” เพื่อเฉลิมฉลองวาระครบรอบ 75 ปีแห่งการสถาปนาความสัมพันธ์ทางการทูตไทย – ลาว อันเป็นวาระสำคัญที่สะท้อนถึงความสัมพันธ์ฉันมิตรอันยาวนานและใกล้ชิดระหว่างไทยกับ สปป. ลาว

พิธีเปิดหลักเขตแดนแบบพิเศษครั้งนี้ เป็นสัญลักษณ์ของความสัมพันธ์อันใกล้ชิดและความเป็นเพื่อนบ้านที่ดีระหว่างไทยกับ สปป.ลาว โดยเฉพาะในมิติความร่วมมือด้านเขตแดนและการบริหารจัดการพื้นที่ชายแดนร่วมกัน กอปรกับเป็นการสะท้อนบทบาทเชิงรุกของกระทรวงฯ ในการขับเคลื่อนงานสำรวจและจัดทำหลักเขตแดนกับประเทศเพื่อนบ้านให้มีความชัดเจนบนพื้นฐานของหลักกฎหมายระหว่างประเทศและเทคนิคด้านภูมิศาสตร์ เพื่อเสริมสร้างความมั่นคง การพัฒนาพื้นที่ชายแดน และยกระดับคุณภาพชีวิตของประชาชนในพื้นที่อย่างยั่งยืนต่อไป

On 24 June 2026, Mrs. Eksiri Pintaruchi, Permanent Secretary for Foreign Affairs, in her capacity as Co-Chair of the Senior Officials Meeting (SOM) under the Thailand–Laos Joint Boundary Committee (JBC) (Thai Side), co-chaired the inauguration ceremony of Special Boundary Pillar No. 3-18, commemorating the 75th Anniversary of Thailand–Laos Diplomatic Relations, with H.E. Mr. Anoupab Vongnorkeo, Deputy Minister of Foreign Affairs of the Lao PDR and Co-Chair of the SOM under the Thailand–Laos JBC (Lao Side), at the Huai Kon – Namngeun Border Checkpoint, located between Nan Province, Thailand, and Sayabouly Province, Laos. The ceremony was attended by representatives from relevant agencies and local communities from both countries.

Following the signing of the Agreement on Mutual Boundary Survey and Demarcation between Thailand and Laos in 1996 and the subsequent establishment of the JBC as the primary mechanism for boundary affairs, both sides have completed the land boundary survey and demarcation of 677.50 kilometres, with 211 boundary pillars constructed. Originally constructed in 2003 and officially recognized by the JBC in 2007, Boundary Pillar No. 3-18 stands as one of the accomplishments of the Joint Survey Team under the Thailand–Laos JBC. Both sides have agreed to designate it as a Special Boundary Pillar to commemorate the 75th Anniversary of Thailand–Laos Diplomatic Relations — a landmark occasion that reflects the enduring and close relationship between the two countries.

The ceremony serves as a symbol of close cooperation and good-neighbourliness between Thailand and the Lao PDR, particularly in the area of boundary and border management, and underscores the Ministry's proactive role in advancing boundary survey and demarcation efforts with neighbouring countries, based on international law and geographical expertise. Such endeavors contribute to strengthening border security, promoting border area development, and enhancing the sustainable well-being of local communities on both sides.
