เมื่อวันที่ 28 - 29 พฤษภาคม 2569 กระทรวงการต่างประเทศ โดยกรมสนธิสัญญาและกฎหมาย ร่วมกับคณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย คณะนิติศาสตร์ มหาวิทยาลัยขอนแก่น และคณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ จัดการประชุมเชิงวิชาการด้านกฎหมายระหว่างประเทศ ประจำปี 2569 (DTLA International Law Symposium 2026) ขึ้นเป็นครั้งแรกภายใต้หัวข้อ “ยกระดับไทยด้วยมิติใหม่กฎหมายระหว่างประเทศ” (“Upgrade Thailand, Update International Law”) โดยมีผู้เข้าร่วมจากหน่วยงานภาครัฐ ภาควิชาการ ภาคเอกชน ผู้ทรงคุณวุฒิ และนักกฎหมายรุ่นใหม่เข้าร่วมงานรวมกว่า 150 คน

นายเบญจมินทร์ สุกาญจนัจที อธิบดีกรมสนธิสัญญาและกฎหมาย กล่าวเปิดการประชุมย้ำหมุดหมายสำคัญของการศึกษากฎหมายระหว่างประเทศของไทย นับตั้งแต่พระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัว รัชกาลที่ 6 ทรงพระราชนิพนธ์ "หัวข้อกฎหมายนานาประเทศ แพนกคดีเมือง" เมื่อปี 2453 ซึ่งสะท้อนว่า ประเทศไทยได้ทำความเข้าใจ ปรับใช้ และพัฒนาแนวทางกฎหมายให้สอดคล้องกับผลประโยชน์ของประเทศมาโดยตลอด และในปัจจุบันที่โลกกำลังเผชิญความท้าทายที่ซับซ้อน ทั้งด้านภูมิรัฐศาสตร์ เศรษฐกิจโลก การเปลี่ยนแปลงสภาพภูมิอากาศ และความมั่นคงไซเบอร์ กฎหมายระหว่างประเทศจึงเป็นเครื่องมือที่สำคัญในการปกป้องผลประโยชน์และยกระดับขีดความสามารถของประเทศ

วิทยากรกว่า 30 คน ร่วมอภิปรายและนำเสนอประเด็นทางวิชาการด้านกฎหมายระหว่างประเทศในสาขาต่าง ๆ อาทิ กฎหมายเศรษฐกิจและการลงทุน กฎหมายสิ่งแวดล้อม กฎหมายสิทธิมนุษยชน กฎหมายมนุษยธรรมระหว่างประเทศ กฎหมายทะเล กฎหมายอวกาศ กฎหมายระหว่างประเทศด้านเทคโนโลยีและความมั่นคงไซเบอร์ โดยมุ่งหวังในการนำไปต่อยอดสู่การปฏิบัติด้านนโยบายการต่างประเทศอย่างเป็นรูปธรรม ขณะที่สำนักงานคณะกรรมการสิทธิมนุษยชนแห่งชาติ สำนักงานพัฒนาเทคโนโลยีอวกาศและภูมิสารสนเทศ (องค์การมหาชน) (GISTDA) สถาบันเพื่อการยุติธรรมแห่งประเทศไทย (องค์การมหาชน) (TIJ) และกรีนพีซ ประเทศไทย ร่วมจัดนิทรรศการเผยแพร่กิจกรรมและความรู้ที่เกี่ยวข้องกับกฎหมายระหว่างประเทศตลอดงานด้วย

ผลลัพธ์และข้อเสนอแนะเชิงนโยบายที่ได้จากงาน DTLA International Law Symposium ครั้งนี้ กรมสนธิสัญญาฯ จะนำไปประมวลและขับเคลื่อนร่วมกับหน่วยงานที่เกี่ยวข้องเพื่อพัฒนานโยบายการต่างประเทศเพื่อรักษาและส่งเสริมผลประโยชน์ของประเทศและประชาชนในเวทีระหว่างประเทศต่อไป

On 28 - 29 May 2026, the Ministry of Foreign Affairs, through the Department of Treaties and Legal Affairs (DTLA), in collaboration with the Faculty of Law, Chulalongkorn University; Faculty of Law, Khon Kaen University; and Faculty of Law, Thammasat University, hosted the inaugural DTLA International Law Symposium 2026 under the theme “Upgrade Thailand, Update International Law.” In attendance were over 150 participants, including representatives from government agencies, academia, the private sector, legal experts, and young legal professionals.

Mr. Benjamin Sukanjanajtee, Director-General of the Department of Treaties and Legal Affairs, delivered opening remarks highlighting a historical milestone in Thailand's study of international law: King Vajiravudh’s (Rama VI) royal treatise titled "Public International Law," authored in 1910. This foundational work reflects Thailand's long-standing tradition of understanding, adapting, and developing legal frameworks in alignment with national interests. He emphasized that as the world currently faces multifaceted challenges ranging from geopolitical competition and global economic volatility to climate change and cybersecurity threats, international law has become a vital strategic tool to lead foreign policy.

More than 30 panelists presented academic research across various areas of international law, including economic and investment law, environmental law, human rights law, international humanitarian law, the law of the sea, space law, and cybersecurity, with the goal of translating these academic findings into concrete foreign policy actions. The event featured exhibitions highlighting international law-related initiatives organized by the Office of the National Human Rights Commission, the Geo-Informatics and Space Technology Development Agency (GISTDA), the Thailand Institute of Justice (TIJ), and Greenpeace Thailand.

This symposium was not only a platform for academic presentations, but also a catalyst for building a resilient network of international legal professionals and bridging academic knowledge with real-world diplomatic practice.
